Washington, le 17 juillet 1918.

Monsieur : En accusant réception de votre note du 15 juillet, annonçant officiellement que le Conseil d'État de la République d'Haïti a déclaré l'état de guerre entre la République d'Haïti et l'Empire allemand, à compter du 12 juillet courant, j'ai l'honneur d'exprimer, de la part du gouvernement des États-Unis, au gouvernement d'Haïti, la sympathie active que cette action du gouvernement haïtien suscite auprès du gouvernement et du peuple des États-Unis. Ils apprécient profondément l'association du gouvernement et du peuple d'Haïti dans cette guerre mondiale et sont fiers de voir le drapeau d'une autre république américaine s'ajouter aux étendards de ceux déjà hissés dans la cause commune de la liberté mondiale.

Washington, July 17, 1918.

Sir: In acknowledging your note of July 15, announcing officially that the Council of State of the Republic of Haiti has declared a state of war to exist between the Republic of Haiti and the German Empire, commencing July 12 current, I have the honor to express on the part of the Government of the United States to the Government of Haiti, the active sympathy which this action by the Haitian Government evokes in the Government and people of the United States. They deeply appreciate the association of the Government and people of Haiti in this World War and are proud to see the flag of another American republic added to the standards of those already raised in the common cause of world liberty.
